More worrisome and disheartening than ISI's involvement is the involvement of locals. It reminds me of a dialog from the beautiful bollywood movie 'Sarfarosh' wherein, one of police officials says to his superior that - India's 'dushman' (i.e enemy i.e Pakistan) is lucky; they just have to send in ammunition, the ones to make use of them already live in the country.
