More worrisome and disheartening than ISI&#039;s involvement is the involvement of locals. It reminds me of a dialog from the beautiful bollywood movie &#039;Sarfarosh&#039; wherein, one of police officials says to his superior that - India&#039;s &#039;dushman&#039; (i.e enemy i.e Pakistan) is lucky; they just have to send in ammunition, the ones to make use of them already live  in the country.
